Will County anticipates receiving Community Development Block Grant (CDBG) and HOME Consortium funds from the U.S. Department of Housing and Urban Development (HUD) for the 2023 Program Year and is presently accepting proposals.

This year, the County is using new web-based grant management software, Amplifund, for grant management. The 2023 Applications are available and can be obtained electronically at

Public Comment Period – HOME-ARP Plan

Will County Community Development Division is seeking public comment on the substantial amendment for the HOME ARP Allocation Plan. The public hearing is February 2, 2023 and the public comment period is January 20, 2022, and end on February 6, 2022.  The Substantial Amendment includes the Allocation Plan for $4,581,154 in HOME-ARP funds and includes funding allocations for administration, affordable housing, non-congregate shelter units, and supportive services.

The Public hearing is in person on February 2, 2023 at 2:00 in the County Board Room during the CDBG/HOME Advisory Board meeting.

Will County Community Development Division is seeking public comment on the proposal of the 2022 Draft Annual Action Plan. The public hearing is June 2, 2022 and the public comment period is June 6, 2022, and end on July 6, 2022.   The action plan governs administration of federal funding appropriated for housing and community development activities that benefit low and moderate income persons throughout Will County.

Effective Tuesday, February 16, 2021, the Will County Land Use Department will begin allowing additional limited public access to the 1st floor office which includes public interaction at the workstations. We desire to maintain a safe workplace and adopt practices protecting the health of employees and customers while ensuring the continuity of business operations.

  • The Department will maintain normal business hours of Monday through Friday, 8:30 a.m. to 4:30 p.m. We are located at 58 E. Clinton St., Suite 100, Joliet, IL 60432.
  • All customers entering the office must check their temperature at the temperature check station.
  • All customers must wear face coverings.
  • Customer capacity is limited to six (6).
  • Permanent sneeze guards have been installed at workstations and the reception counter on the 1st floor.
  • Customers will only be allowed to interact with staff at the 1st floor workstations.
  • The Department encourages customers to use the online permitting portal and to conduct business by mail, E-mail, or telephone. You can access the portal through this link: https://co-will-il.smartgovcommunity.com/Public/Home
  • Inspections are being performed in accordance with office protocol which is posted on the portal. You can also use the portal to schedule inspections or call us at (815) 774-3321. The Will County Land Use Department appreciates your patience and understanding during this time. These operational guidelines are consistent with Illinois Department of Public Health (IDPH) recommendations. In accordance with Tier 1 mitigation efforts instituted for Region 7, the May 5, 2021 Will County Historic Preservation Commission meeting will be held via videoconference/telephonically through the Webex Events platform. The meeting begins at 7:00pm. While the Will County Office Building located at 302 N. Chicago St., Joliet will be open, a limited number of people will be allowed inside which includes staff, Commissioners, applicants, and the public. Applicants and the public are encouraged to participate remotely by attending the virtual meeting, submitting comments before the meeting via email, or calling in during the meeting.

Substantial Amendment to the 2015-2019 Consolidated Plan, Program Year 2019 Action Plan, and Citizen Participation Plan For Will County

The following is a summary and draft language that amends the 2015-19 Consolidated Plan and 2019 Annual Action Plan.

On March 27th, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES) to support preparation for and response to the community impacts of the COVID-19 pandemic and identified additional funding for the County through is Community Development Block Grant (CDBG) Program and Emergency Solutions Grants (ESG) Program. The County anticipates to receive $2,308,923 in CDBG-CV3 and $973,315 in ESG-CV2 funding from the U.S. Department of Housing and Urban Development (HUD).

Any changes to a Consortium Action Plan or Consolidated Plan that meet the definition of substantial amendment to their Consolidated Plan and Action Plan must be discussed and made available to the general public in a format as contained in the approved Citizen Participation Plan contained in the Plan.
